How can I make a female teenage mad hatter outfit?

Okay so my sister is going to a fancy dress party and the theme is alice in wonderland. She is planning to go as the mad hatter but didn't realise it could be so hard to get an outfit for. She doesn't want to spend a load of money on wacky stuff she will never wear again. Any ideas??
