Does the had hatter have an evil side?

Ive just watched the movie and didn't understand the hatter at some points, like when he was talking to the cat and he said it wasn't his fault the colour around his eyes turned black and started speaking with a Scottish accent then in a different language? whats with that? and what did he say to the dog under the table?
